As to American capital which is Washington D.C.,Washington,or District of Washington,foundation of New Columbia was decided by a local referendum in 1982,but the federal Govenment didn’t permit it,and even now it’s not a state but is under control of the federation.

Rights to vote for residents have been denied for a long time,and it has been put in strange position extremely as the capital for a democratic country. Translating the district into Japanese,特別区 is an appropriate free translation,the author said like that.

It was in 1961 when the resident started to join a Presidental Election,and none of members in the Lower House have rights to vote.
